"Those people with high-level skills are already looking to change jobs to improve their prospects and career development."
The hotspots mentioned in the report span a broad range of sectors, but there appears to be a strong focus on accountancy, insurance, sales and IT.
Other notable industries include property and construction, as evidenced in the increased demand for skilled mortgage administrators, residential estimators and property lawyers.
